Only primary UNKNOWN positions are eligible. Require exactly one definite base
candidate, one supported geometry category, and high confidence in base, mark,
and ownership. No generic mark stripping or base-letter fallback. Ambiguous,
unsupported, compound, rounded, wavy, ring, and dot forms remain unknown.

Rules were developed on card 453 and fixed before card 329. An earlier generic
proposal failed its training diagnostic and was not applied to card 329. V2 added
15 mapped positions on card 329; no card 199 position was eligible. Mark-shape
labels do not establish modern accent values or the writer's intended convention.

RARE ASSIGNMENT
G16 -> f occurs once on card 329 in an incomplete fragment and once on card 199
in rudolfina. It is absent on cards 440, 250, and 453. Card 199 exercises all
23 original assignments. Coverage is not verified plaintext accuracy.
